I. CALL TO ORDER The regular meeting of the Board of Education held Monday, June 10, 2019, at 6:30 PM in the Board Conference Room. President Beth Watson called the meeting to order.
II. ROLL CALL Board members present Beth Watson, Kevin Jones, Jeremi Thompson, Todd Wilmarth, Amanda Donovan entered 6:31pm, and Dawn Whalen.

Dave Emig with Emig and Associates presented the findings from the facilities audit.

A. FOOD SERVICE CONTRACTOR – BID REVIEW
Mr. Bradbury discussed the bids received from the RFP. Dawn Whalen moved to approve OPAA as the USD
289 Food Service Contractor from July 1st, 2019 – June 30, 2020 and approve the contract and cost
structure as presented. Amanda Donovan seconded. Motion carried 6-0.
Dawn Whalen moved to set the breakfast and lunch prices for 2019-2020 as presented. Jeremi Thompson seconded. Motion carried 6-0.

B. CAPITAL OUTLAY LISTS – SHORT TERM FACILITIES PLANNING
Mr. Bradbury reviewed short-term facilities project lists.
Mr. Bradbury discussed adding additional cameras and voice speakers to the ES, MS, HS, and
Transportation lot. Kevin Jones moved to approve the installation of additional cameras and voice
speakers at the ES, MS, HS, and Transportation lot totaling $85,827.00, from All Systems. Mr. Bradbury shared he would be applying for Safe & Secure Schools grant that could assist with costs associated with camera purchase.
Jeremi Thompson seconded. Motion carried 4-2. Yay’s Jones, Donovan, Watson, Thompson. Nay’s (Whalen and Wilmarth who stated opposed to vote today.)
C. TECHNOLOGY BIDS
Mr. Bradbury discussed the Interactive TV’s and Carts for teacher classrooms. Dawn Whalen moved to approve the bid from KCAV for 48 Interactive TV’s and carts totaling $179,760. Beth Watson seconded. Motion carried 6-0.
The board recessed for 5 minutes returning to open session at 8:47pm.
D. EARLY CHILDHOOD PROGRAM AND GRANTS
Mr. Bradbury shared USD 289 had received a grant for 20 slots for a four year old At-Risk PreK
program. Mr. Bradbury also shared that USD 289 had applied for a PreK Pilot Program Grant and hoped
to receive $51,000 from that grant, but the results would be announced on Wednesday, June 12th. The
grant would cover a full-time teacher, aide, and curriculum. Dawn Whalen moved to authorize the
superintendent to hire a PreK Teacher and aide if the district receives the Kansas PreSchool Pilot
Grant. Jeremi Thompson seconded. Motion carried 6-0.
Mr. Bradbury reviewed PreK fees and use of these fee funds. Dawn Whalen moved to set the PreK fee
for all PreK pilot program students and peer models to $50 per year.
Amanda Donovan seconded. Motion carried 6-0.
E. KASB MEMBERSHIP
Mr. Bradbury discussed the quotes for KASB membership and legal services. Dawn Whalen moved to approve the KASB Membership and Legal Services totaling $10,907.38 as presented. Beth Watson seconded. Motion carried 5-1. Yay’s Donovan, Watson, Whalen, Thompson, Wilmarth. Nay’s Jones.
F. GREENBUSH MEMBERSHIP AND PROGRAMS
Mr. Bradbury discussed the quote for Greenbush Membership and programs. Dawn Whalen moved to
approve the Greenbush Membership and programs totaling $9,514 as presented. Jeremi Thompson seconded. Motion carried 6-0.
G. PROPERTY CASUALTY INSURANCE RENEWAL
Mr. Bradbury discussed the annual renewal of our property and casualty insurance including workers
compensation. Dawn Whalen moved to approve the Willis Towers Watson Insurance proposal (Property,
Casualty, Workers Compensation) for 2019-2020 totaling $123,224 as presented. Kevin Jones seconded.
Motion carried 6-0.
H. STUDENT HANDBOOKS
Mr. Bradbury discussed the updated information in the ES, MS, and HS handbooks. Amanda Donovan moved to approve the 2019-2020 student handbooks as presented. Dawn Whalen seconded. Motion carried 6-0.
I. SURPLUS ITEMS
Mr. Bradbury discussed declaring vans 01, 02, and 99A as surplus items that can be sold via purple wave, craigslist, etc. Jeremi Thompson moved to declare vans 01, 02, and 99A as surplus items and authorize the superintendent to sell
them if possible and if not dispose of them in a cost effective manner. Todd Wilmarth seconded. Motion carried 6-0.
J. JULY BOARD MEETING
Mr. Bradbury discussed selecting a date for the July board meeting and a July date for a special board meeting to convene the Strategic Planning Committee for the annual review of the USD 289 Strategic Plan. Dawn Whalen moved to set the July regular board meeting and organizational meeting for July 15th, 2019 at 6:30pm in the Board Conference Room. Jeremi Thompson seconded. Motion carried 6-0.
Dawn Whalen moved to set a Special Board Meeting for the purpose of hosting the Annual Strategic
Plan review for the Wednesday, July 17, 2019 at 6:00pm in the high school library. Jeremi Thompson
seconded. Motion carried 6-0.
K. END OF YEAR TRANSFERS
Mr. Bradbury requested approval to make the end of year transfers allowing us to bring the account balances to the desired carryover balances in our funds. Jeremi Thompson moved to authorize the superintendent to transfer year-end funds as needed. Amanda Donovan seconded. Motion carried 6-0.
VIII. ADMINISTRATIVE REPORTS
Mr. Bradbury discussed the Blue Cross Blue Shield Wellness Grant of $10,000 USD 289 will receive and how the district will use these funds to promote wellness in the district.
IX. EXECUTIVE SESSION
Dawn Whalen moved that the board and superintendent, recess into executive session to discuss employee resignations, applicants for certified and classified staff openings, individual classified salaries, and to review an individual employees performance pursuant to non-elected personnel exception under KOMA and that the open meeting shall resume at 10:10pm in the board conference room with Josh Adams and Brad Burkdoll on call. Jeremi Thompson seconded. The motion carried 6-0.
Dawn Whalen moved that the board and superintendent recess into executive session to discuss the board proposal for the negotiated agreement pursuant to the exception for employer-employee negotiations under KOMA and that the open
meeting shall resume at 10:20pm in the board conference room. Kevin Jones seconded. Motion carried 6- 0.

C. BUS DRIVER HOURLY RATES
Mr. Bradbury reviewed current bus driver hourly rates and how those compared to surrounding districts (classified salary study) Kevin Jones moved to increase the beginning bus driver salary for a route to $18/hr., activity rate to $15/hr., sit time will remain the same at $10.25 per hour, and to approve bus driver hourly rates as presented. Amanda Donovan seconded. Motion carried 6-0.
